KGIS is now requesting proposals from experienced GIS consulting firms to conduct a Geographic Information System (GIS) Needs Analysis. The deadline for submission for this proposal is currently set for Tuesday, July 30, 2013 at 2:00 PM EST, but further details can be found on KUB's website, on the Procurement: Open Bids & Surplus Items page.

The KGIS was established in 1985 by a charter agreement between the City of Knoxville, Knox County and the Knoxville Utilities Board (KUB). A KGIS Office was created, whose role is to administer the common portions of the KGIS and its computer systems. The KGIS Office also provides GIS and computer technical support, as well as serves as a clearinghouse of GIS information and products.

The entities are seeking a consultant to coordinate a high level review of the various business processes and GIS data usage in order to inventory multiple entities’ information provided to KGIS and the entities’ information needed from KGIS (ex. Aerial imagery, landbase\cadastral data, topography, lidar, etc.). The determined information should be analyzed, critiqued, evaluated, and categorized as to the criticality of the information needs in order to develop a data collection plan and strategy. The resulting plan and strategy would be in the form of recommendations for collecting the data, including the technology(s), frequency, and methods.
